Welcome, Connecticut Entrepreneurs and Innovators!

The Technology Labs Assistance Program (TLAP) is designed to provide Connecticut entrepreneurs and businesses with easy access to the vast manufacturing resources and services available at various Schools, Universities and Advanced Manufacturing Centers in the Greater Hartford Area. The current collaboration includes the University of Hartford, Goodwin College, and the Connecticut Center for Advanced Technology (Participating Organizations). TLAP has been created as part of the Hartford/East Hartford Innovation Places Initiative which is striving to make the area a more vibrant hub for innovation and entrepreneurship. Because of its affiliation with the Innovation Places Initiative, certain TLAP applicants may be eligible to receive substantial funding assistance on projects performed by the participating organizations. Funding for the project subsidies is generously made possible by the support of CTNext.

Any Connecticut company or entrepreneur may submit a TLAP project application. Certain applicants who meet the appropriate eligibility criteria, may be entitled to a substantial cost subsidy through the Innovation Places Initiative.

Only applicants who meet the following criteria will be eligible to receive a subsidy from the Innovation Places Fund. The amount of the project subsidy (if any) will be indicated on the project quote provided to the applicant.

  • The applicant’s primary business address must be in the Town of East Hartford or within the City of Hartford.
  • The applicant must be registered as a business with the Connecticut Secretary of State for at least three months.
  • The applicant must have less than 300 full time employees in all of its Connecticut facilities.
  • The applicant must be in good tax standing with both the CT Department of Revenue Services and CT Department of Labor at time of application submission.

Note: Some discounts and subsidies beyond those offered by the Innovation Places Initiative may be available to certain applicants and will be applied to the quote issued directly by each participating organization solely at their discretion.

Subsidy amounts will be determined on a project by project basis and will be offered as a fixed dollar amount on the project quote. Subsidies are only valid for acceptance up to the expiration date listed on the project quote (Not to exceed 30-days after the quote issue date).

Eligible applicants will receive a project subsidy of 50% off of the total project cost. The maximum TLAP subsidy for any single applicant shall not exceed $10,000 annually.

TLAP subsidies will be issued on a first- come first-served bases and are subject to the availability funding from Innovation Places or other funding sources.

All applications received will be assessed to determine if the proposed project is aligned with the programs goals and consistent with the equipment and capabilities of the participating organizations. Typical project requests will include, but are not limited to the following:

  • Engineering Design Services
  • Prototype Development
  • 3D Printing
  • Part Fabrication
  • Process Testing & Analysis
  • Technical assessments in conjunction with engineering projects and manufacturing challenges
  • Research to support proof of principle
  • Process Improvement
  • Commercialization Services
  • Tooling development and manufacture
  • Reverse Engineering and Inspection Services
  • Failure Analysis
  • A clearly defined project specification with appropriate technical documentation (i.e. fabrication drawings)
  • A status letter of Good Tax Standing from the state Department of Revenue Services (DRS)
  • A status letter of Good Tax Standing from the state Department of Labor (DOL)
  • The processing time depends on the number of applications received ahead of yours.
  • Quotes will be issued from all of the participating organizations within 30-days* following receipt of your application.

* Subject to a clearly defined project description with appropriate technical documentation

  • Estimated project lead time and/or project timetable will be annotated in the quote provided to you.
